apt-clone looks interesting. Seems to be a Ubuntu thing. (That's not to say that it couldn't be ported to/used on non-Ubuntu Debian-based systems, such as RPiOS...)
But as I've said all along. The key is: It has to come from the official source (not be a 3rd party hack) and it has to be on-by-default from the get-go.
It is really more of an ecosystem issue, than a programming issue.
