The PWM can be a HW PWM coming from your Pi.
Below overlay will use GPIO12 on a Pi for PWM, resolution is 256 steps (0 to 255 duty cycle)

and now your right back to the original problem in the first post

for the pwm to have 256 distinct steps, and run at 20mhz, the PWM peripheral needs a reference clock of 5.12ghz

i dont think the pwm peripheral can do that
