These were the instructions I followed

That doesn't help much and I don't have a spare Pi5 to reconfigure anyway.

There's at least two problems with that guide:
  1. config.txt and cmdline.txt are in /boot/firmware not /boot.
  2. The advice to use rpi-update is out of date and should be ignored. If you did do that it would be a good idea to reset your EEPROM firmware to the default.
Beyond that without more details on what is actually happening on the Pi and on the USB host device, and details of what error message(s) are being produced (check your logs and journalctl).

As a general rule "refused to work" is insuficiently detailed when troubleshooting.
