If I could reproduce I could help.
For 99% of users it just behaves as expected.
There are typically two causes of a blanked screen waking up.
1) The display detects the blank and does something unwanted, e.g. toggling hotplug which is interpreted by linux as a new display being attached and wakes up the blanking. vc4.force_hotplug has been found to work around that in the past.
2) You have some software running that triggers the screen be unblanked. If you have this issue on a freshly installed image without packages being installed, or custom settings, then this shouldn't be the case.
You could try using rpi-update to get this improvement to force_hotplug, and try again with vc4.force_hotplug=1. I'm not sure if this will help as forcing hotplug has been confirmed as a workaround without this, but may be worth a try.
