apt will always give you a list of packages that will be installed and packages that will be removed and ask for confirmation. It doesn't make a judgement call on whether you really meant to do that or not. It's up to you to check what it is going to do and confirm it.

Personally if I see "packages will be removed" I check very carefully. If it's more than about five packages I usually cancel and double check what I asked it to do.
