I believe they were asking if there's any reason you can't simply install a fresh OS as one normally would, as you perhaps initially did.you mean?
Trying 'sudo apt install raspberrypi-ui-mods' may get your desktop back without needing to do a fresh install but it may not return the system to how it would be on a fresh install.
