Older Pi running low cpu usage tasks will not need any sort of thermal control stuff. They won’t get hot.
My Pi 3B is over 45C when idling and my Pi 4B 1GB is about the same.

That may not be "hot" by some measures but it is by others. There's no reason I can see why someone should not desire cooler running temperatures when idle, or be willing to sacrifice performance to have lower temperatures beyond idle.
Just get a metal case and forgot about thermal problems.
Stop worrying about something that isn’t a problem.
Both completely ignore the OP's desire to have a lower operating temperature.
