I'm attempting an Rgb Matrix Hat Raspberry Pi project, and I'm looking to make a display to play some retro-games. (DOS based and console emulation, music visuals, video, etc.) and use it as a wall display between games.

I'm using a Raspberry Pi 3 B+ with the matrix hat.
I'm a totally new at this and have a few questions on how to follow the RGB Matrix Hat tutorial.

I picked up the RGB Matrix Hat, 4 panels (Hub75) that are 128x64 , and a 5v 10A switching power supply to power them.

On the pinouts, I am not sure which one of the bottom jumpers I should solder, 8 or 16. I don't know what info I need to tell, but there are some specs on the panel in the aliexpress item page.
Is the Pi 3 B+ able to do this?
Or should I just get the aliexpress driver card they recommend and send the HDMI to that with an HDMI to DVI adapter?
As I said in the beginning, I'm completely new to this, so any feedback or help would be much appreciated.
