Get a 4G modem with a WiFi AP, such as this one:

Form a LAN with your pi4 and pi0 devices either wired or wireless. Use wired connections to distribute power if you like, as you have suggested.
Low power is not an issue. Just install more solar panels and batteries- it's a lot less effort, and this system is tiny anyway.
Make sure you are totally in control of the application software and OS software that uses the network, to minimise external 4G traffic. Or buy a better 4G plan that doesn't care so much.
Unless you really need to use the gui, limit your remote access to command line over SSH. If you can establish a link to the AP you should be able to SSH into any of the Pis on the LAN. However, watch out because some providers won't actually give your AP a public IP address, so you can't actually get in.
