I think a max page write time of 3 ms will only happen at very high write cycle counts, so 4 ms has a big safety margin. A smaller write granularity is usually not practical, since the page size is the width of the latches used to hold data-to-write.
For sensing control systems, I agree that minimal jitter is desirable. I have no experience with the Arduino IDE, but I have read threads here on moving critical functions to SRAM and minimizing jitter sounds like a feasible plan.
