That's the expected behaviour. No Pi will behave as a USB device unless explictly configured to do so. that's not entirely true. Some models will present as a boot device under very limited circumstances so that they can boot via the USB connection and rpiboot. Not applicable in your case though.
I am on a windows 11 using PowerShell, trying to emulate the Pi to create a terminal that runs C. I am not trying to use the PI to act as the OS on my PC.

I never said you were.

If you're trying to emulate the Pi why do you even need it?

I don't understand what you're trying to do and what problem(s) you're trying to solve.
Now the other two students, who were using windows 11, with a PI zero 2W and having issues, have solved their issues. One student corrected his CMD and config files to add dtoverlay=dwc2 to the bottom of config.txt and modules-load=dwc2,g_ether after rootwait in CMD. We also have a SSH file in the SSD card files.

If you have instaled Raspiberry Pi OS Bullseye (also know as Legavy) that should work. No Linux commands are required though there are some issues with that basic a configuration. As explained in my guide so I'm not goin into them here.

If you're using Bookworm thing are more complicated but the third link in my first post details what needs to be done. In case it wasn't obvious, those steps can be performed on a windows PC (or any other OS that can access FAT32 partitions and edit text diles).
I did read your files over the USB configuration, but they require linux commands, when no one else in my class did do linux commands, or anything beyond what I have already said plus using the Pi imager, all while using the same Pi.

Which parts are you having trouble with specifically? If it's just imager, there is a windows port available: https://downloads.raspberrypi.org/image ... latest.exe
