You were actually the one on target to solve this. It turns out all the problems were because there is also a UUID stored in cmdline.txt I was completely oblivious to.double-check that your UUID's are unique
very often, people clone a disk, and it is infact booting from the right device
but when linux goes to mount the rootfs, there are 2 partitions with the same UUID, and it picks the "wrong" one
