What are you trying to build that requires the PICO to be recognized as a mass storage device?

If you are talking about accessing it for loading the firmware, you need to do more than plug it in. There are instructions on "Getting started with Raspberry Pi Pico" at https://projects.raspberrypi.org/en/pro ... h-the-pico that will guide you through the process.
The PICO, unlike other RPI's, does not run an operating system just firmware.
