- VNC has had changes due to default X11->Wayland, but for only remote operation, setting back to X11 is fine, although you might find better tips on this forum. I only use CLI for remote computers, even if they are 25 meters away, e.g. outside the house in the rain etc.

- the default RPiOS provided ffmpeg should work for you I think, don't know why you use(d) a local/own variant

- fswebcam I used before on Pi1 with camera v1 and legacy camera stack. Legacy stack is not an option for 64bit, so I use latest rpicam-apps to keep scripts the same for the other RPis which all run 64-bit. I do not know latest status of fswebcam w.r.t. V4L2. But be glad you are not using /dev/vido0 but a path that is more unique for the camera, that is just common good practice to prevent silly failures in case you would have more than 1 camera. And there are many /dev/videoX devices now that are not a real camera. My Pi1 takes only 1 picture a day on average on my own web-click action, I might try fswebcam again as I don't won't to be dependent on RPi dedicated HW/SW.
