I fail to see how that solves your problem. If you have a functional Pi (with an installed OS) it is easy to install different OSs to microSD cards (in a USB adaptor) using Pi Imager running on the Pi.

If you have no installed OS to run on the Pi, what are you using to create the "PINN microSD"? PINN is just a newer/smarter version of NOOBs. You still need to write it to the microSD card before you can boot the card.

Simplest solution is to find a computer running Linux, Windows, MacOS, temporarily install Pi Imager and write your microSD.

If you have a Pi 4, which you imply by your second question, just use this and a USB/SD adaptor to write a new card for your Pi 5. Also, a microSD card, used in a Pi 4 with the current OS release (Bookworm) will work just fine on a Pi 5.

I would also strongly suggest getting everything sorted using the standard and well supported RPiOS (Bookworm) before you venture off into alternate OSs.
