Are you using Ubuntu on another PC to load the UBUNTU for PI? (using PI-imager?)
i hope you are loading the Ubuntu image in PI-imager (i think its 24.04)
as for the "toms hardware" instructions, i think you can load Ubuntu from PI-imager, and dont need those.
(i tried ubuntu on my PI4, but it was slower than PI-OS, so i dumped it)

I run Ubuntu on my PC, and imager works fine....
