Yep really out of my depth here but the ‘pin 4’ was a reference to the ‘rpitx’ code that produces an RF output. I looked again and it’s actually GPIO4 on pin 7 that it uses, and there is stuff on YouTube showing used on FM broadcast band. No idea how it goes about producing a modulated signal at RF, or whether pi 5 is supported.
Having said all of that a HAT incorporating a pair of I2C modulators that connects to the video out header would seem very doable.
