I have never seen a USB controller chip with firmware or storage for firmware. It is built into the silicon.
What you get in the hub is wiring and connections, and extra set of plugs and sockets between the power and usage. Voltage drop occurs. It is the same as the Pi power supply supplying 5.1 volts instead of 5 volts to allow for drop in the wire. Is your alternative power supply 5.1 or 5? Does it maintain the 5 volts under changes of load?
Chargers do not have to have stable voltage under changes of load.
