It maybe a QoS issue. Try the following:

sudo nano /etc/ssh/sshd_config.d/qos.conf

bob the robber

In the file put one line:

Code:

IPQoS 0x00

Then either restart ssh / sshd services or the Pi and see if that helps.

Note that it is possible to put this into your client ssh config file (so you do not need to put this onto every Pi) but I've only tried that on my Mac - as I use an iPad as well I find it better on the Pi as they do not have a config file I can tweak Image may be NSFW.
