I confirmed that Kodi is the issue by doing a fresh SD card of Raspberry Pi OS. I verified videos were playing correctly in Chromium. Then installed and ran Kodi Full Screen and then videos would no longer work. No other software was installed besides Kodi. Unfortunately even uninstalling Kodi doesn't fix the issue and videos will not load again in Chromium. I guess my solution is to start from scratch and leave Kodi off. I will just create a second SD card with Kodi and run it by itself in Libreelec.
