For deactivating the relay on shutdown have you considered using the gpio-poweroff devicetree overlay by adding something like

to the end of your config.txt?

For full details on the overlay refer to /boot/overlays/README and be aware that using this overlay means you will no longer be able to use GPIO3 to trigger a boot.
