I have the same issue on RPi5 latest version of Raspbian 64bit and Scratch 3.
Using Co-Pilot I got the following response that worked for me.
Run Scratch 3 in Windowed Mode:
Scratch 3 requires an aspect ratio of 4:3. By default, it boots in full-screen mode, which might cause interface elements to be cut off.
To toggle between full-screen and windowed mode, use the following keyboard shortcut:
Ctrl + Alt + Page Up (or Page Down)
This will make everything visible and allow you to work with Scratch 3 more effectively2.
