I did use an alcohol wipe to clean off some left overs of a thermal pad. It was working fine before this.
I suspect removal of the item previously attached by the thermal pad is causing the Pi failure to boot. If it was difficult/hard and required too much force to separate/remove the item from the thermal pad, the Pi may have been damaged. Perhaps explaining what you removed and how you did it would help the experts provide an answer.

1. I used a regular pair of plyers to remove the official active cooler.
2. I pulled the active cooler off, the cpu thermal pad was torn and I didn't need to pull hard but it didn't just pop off.
3. I took as much of the the thermal pad off and proceeded to wipe with an alcohol wipe.
4. I put a small amount of thermal paste on the cpu.
5. I aliened the cooler with the correct holes and proceeded to put it on.
6. I plug in all of what I usually have plugged into the PI.
7. I turn the power on at the power supply (official).
8. I see nothing on my monitor and I have only a red status led.
9. on the day or day after, I post this.
