You don't need a VPN server from any of those guys.

What you are being asked about during setup is where you have ddns setup. Ddns is needed if your Internet service provider does not assign you a fixed up address (usually the case).

Most, if not all, of those service providers in the list you're shown allow you to setup free ddns.

If you have Internet service with a fixed public IP address, then you just pick the choice that lets you use the IP instead .

Some internet providers will assign you a static IP for a small fee, you just need to ask them.

As for the clarification, if you still think it is needed, you can make that suggestion to the maintainers if PiVPN or whatever other distribution you may end up using.
