It may be that Win32DiskImager does not understand Linux disk formats well enough to detect the problem while Raspberry Pi Imager does.
I'd try a new major brand name uSD card (SanDisk, Samsung, PNY, Lexar, Kingston) and if RasPi Imager still detects write errors, I'd try a different card writer. If the problem persists I'd then try a different PC.
Basically until I got a good result with Raspberry Pi Imager, I'd be suspicious of the card, the card reader/writer and, the PC.
