I was same problem with Teamviewer on headless mode (without screen connected via HDMI).
After try a lot of things finally find solution.
Just add this to /boot/firmware/cmdline.txtthis will force output signal on HDMI1 at that resolution (change it if you want other different).
With this you can also connect a screen via HDMI after the Raspberry has started without one connected
