I think you missed one scenario: Pi shuts down but mains resumes before the UPS goes into standby and cuts power to the Pi.

As the Pi never loses power, it won't automatically restart. You need something to trigger that via one of the power button (Pi5 only), the RUN header, the global_EN header, or GPIO 3.
Possible - and a bit of a pain in this case. Wonder if the OPs UPS will always cut the power even if the supply returns in this period of time? Tempted to play with mine except it's under the shelving behind the good lady's desk :roll:

Give me WoL or Wake on Ring any day :D (Though APC still does not support WoL grrr).

I get around this by putting the majority of the Pi boards here on smart switches and controlling them from another computer that does not power off for 20 mins!
