Aren't the cores of Raspberry Pi dev boards called SoCs?
No. The chip which contains the cores, GPU and much else is called a SoC (System on Chip).
Each processing core is a CPU. The Pi 0-/1 SoC contains one CPU, the Pi 02, 2, 3, 4 and 5 SoCs contain four CPUs.
your only counting the arm cpu's

all of those models also contain 2 VPU cores, which are also CPU's
but they arent available to the average user
But then why are they called VPUs not CPUs? :D
